Default New tires and wheel bearings

'95 softail, spoked wheels. I am doing new tires. Likely replacing wheel bearings. I want to confirm my intended chain of events. Um, that sounds counter-productive. Confirm my procedural steps. Do I have the order correct?

1. Remove wheel. (duh)
2. Remove old tire.
3. Inspect and clean up rim.
4. Disassemble hub.
5. Clean parts and bearings.
6. Inspect bearings and races:
If no damage noted, go to step 8.
Else, proceed . . .
7. get new bearings and races
8. Assemble hub w/ axle and temporary spacers.
9. Slowly snug up w/ axle nut and feel how the axle spins.
If ok, continue.
Else, proceed to step 7.
10. Slowly torque axle nut while verifying that end play exists.
11. If torque is reached, and still have play, measure the play and
shim accordingly. If the play disappears before torque is reached,
shim accordingly.
12. Verify correct end play.
13. Disassemble hub and apply grease, reassemble w/ new seals.
14. Check rim for trueness.
15. Mount tire.
16. Install wheel.
