The 18 will ride quite similar to the 16. It wills it a little bit higher, maybe 1/2". The stock fender can be utilized. In aftermarket sizes most 18" front wheels are 18x3.5. You will also need an 18" tire for the new wheel. Your stock rotors should work but this is all dependent on the wheel.

The most suitable tyre I can see is a 130/70, which is about .4" larger in diameter, or less than 1/4" on radius, so that should comfortably fit inside your stock fender. Load rating is quite a bit lower than the stock tyre, but as long as your rolling weight is reasonable you should be fine.
If you choose a suitable wheel, which I am sure any responsible supplier will help you with (), you should be able to swap over your rotors and go. It would be wise to have new bearings, rather than try to swap your current ones over.
Added later: a 3.5" rim would indeed be a better choice than 3".
