Default can a wheel be true with loose spokes?

Is it possible for a wheel to be true with half the spokes loose?

Thanks

Exclamation

That's an odd question! If any spokes are loose the wheel may well change shape as it rotates, with the weight of the bike on it while rolling. There is only one course of action IMHO - get it trued by a competent wheel builder. Be aware that if the wheel has been used in that condition for any length of time the hub and spokes may be knackered, in other words the wheel may be unrepairable.

What he said. A friend has a Dyna that was wallering down the road
When I was behind him. Spokes we're loose, trued the wheel when they were tightend up. Lasted less than1000 miles before it happened again. Everything got sloppy from being loose and riding it. Had to put mag rims on it to fix it.

thanks for your reply.
I know its an odd question.... I had wobble issues before a long trip. I asked the dealer to look into the front end, including the wheel, to check the truing/balancing/rotor issues.
It makes no sense to me.

A lot of things can cause a wobble, at both front and rear. If there is something wrong I would expect a dealer to identify it. Problems can be down to: old tyres, badly worn tyres, bad tyre pressures, steering bearings, wheel bearings, etc. Not easy to diagnose over the internet!
