The max you will be able to get in the is a 19 with a low profile tire..... With out lifting the fender...

Hey wheels are our specialty and you have it backwards!
2014-Up Touring Models DO require fender risers 100% for 21"
2000-13 Touring Models DO NOT (small percentage of people may need to adjust fender for clearance but you always check for clearance when putting new wheels on)
So to answer your question, your 2003 Electra Glide will not need risers but may need tiny adjustments!
(explaining further incase someone else clicks on this thread)
CVO models 2000-13 and models with bumpers will need special risers as well.
2014-Up CVO models use the same risers that the non-CVO 2014-UP models would use.
To be clear a CVO that is 2013 back would have to pay extra (around $130) for special risers to lift fender. 2014-UP CVO baggers just use the regular risers (FREE) that we would include with any package.

Ok… here let me word this in a little bit different.
Don’t pay attention to what size wheel the bike came with stock. Its all about the fender.
The 2014-up Touring bikes NEED fender risers because Harley put a lowered stock fender on it to go with the larger 19” wheel to give it a newer style look…
The 2013 and back bikes, while yes they came with 16” and in some cases 18” wheels… the fenders are MUCH larger on them and will work 90% of the time without mods. Fender clearance needs to be checked and if theres not enough room, the back bolts can be drilled up one drill bit size, pulled up and re-tighten
