Default Rear wheel has a tight spot in the belt in neutral

My 98 Fatboy has a tight spot in the belt..had the rear wheel jacked up to clean my rims..went to spin the wheel and it hits a spongy tight spot that stops the tire from rotating. I can overcome it with effort but am perplexed about what it is binding against. Had my tire changed 7 months ago, but never noticed this until trying to back the bike up in neutral last week. Any insight is appreciated. Doc
