93 Evolution Timing

93 Evolution Timing
Timing of this engine is a #$%#@$ pain.
In an effort to time the ignition of the motor, I remove the spark plugs and use the starter to turn the motor over.
This prevents alot of oil from blowing out the timing hole.(as I cant see anything thru the plastic timing hole tool)
When I check the advance mode I put a vacuum onto the VOES to make contact with ground.
Right now whether I have the vacuum on or not, the ignition timing is on the dot of the flywheel (35 degrees advanced, not the line for TDC)
It apears that my ignition system is locked in the full advance mode.
Is this at all possible that the ignition module is stuck in the full advanced mode?
