Sportster XLH 1974 VIN Incorrect?

Default Sportster XLH 1974 VIN Incorrect?

My sister bought this Ironhead some 20 Years ago from a Dealer in Germany. It somehow made it over the Atlantic. Original US Title from Michigan. The only Problem is that the VIN on Frame/Engine are the same but does not follow the Harley-Davidson standard. "MICHXXXXX" (X are numbers) stamped into the Frame and engine. Ist this usual? Title also hat same VIN. What could have happened? Otherwise the Cycle is completely OK - Everything is Original. Is there a way of obtaining the original VIN?
