congrats on the scoot... like the others stated. Get a good shop manual and just dive in. These things are incredibly simple machines.
I would pull the carb out and clean it out really well. Re-build it if necessary. New plugs and wires and go over the electrical system.

Welcome from Calgary. That's a great idea keeping that bike in the family. According to CNN, tires have a shelf life, about 6 years. I would change those cause' they might be getting a little rotted.
