Default 1995 Ultra Classic with Low Voltage Problem

I have a 1995 FLHTCUI 30th Anniversary Ultra. This was the first fuel injected bike Harley offered to the public as a stock production model. The volt meter has always shown low voltage, in the 10 volt area. I recently decided to look into the high output charging system. My buddy told me the bike already came with the high output charging system. Can anyone confirm or deny this? Any help would be appreciated.
