Default 2003 V-Rod Help?

*Posting for a friend*

My buddy has a 2003 V-rod fuel injected model original owner has anyone had and or seen this problem? He says it just started, he says when he comes to a stop and pulls the clutch in the bike just shuts off and that he has to twist the throttle (give it gas in otherwords to restart it) and then immediatly take off or otherwise it will just kill again. He has ran all the trouble codes and they all come up clear? he has changed the plugs checked all the fuses and it continues to do this. Has anyone had this happen to them and if so what ended up being the fix?
Thanks for any help or suggestions on correcting the issue.

Where is this flange located? Is it an electrical part? And would that make the bike just stop running?

The fuel flange was never a recall, it was a TSB (Technical Service Bulletin) The fuel flange is the assembly that houses the fuel pump and filters. You check for a bad fuel flange by removing the gas cap, start the bike and looking in the tank for a spray or misting in the tank while running. It's best checked with 1/2 a tank or less of fuel.

So could the fuel flange be a good indicator of his problems I described?
