Wolgang Gasser, but he is not cheap and I have seen mixed reviews on results. From what I read, he is more focused on the more exotic than garden variety street builds. Mancuso HD will know of other head porters in the Houston area. If the OP wants to venture our of Houston, Lozano Brothers has a great rep; they are located in the New Braunfels area.
As has been said, there is always UPS that will ship heads anywhere; HD Street Performance, Hillside Cycles and WFO Larry would be good sources to talk to about a build plan which should be the first step moving forward. A plan incorporating parts that "play well together" will produce predictable results, so talk to a few and work with whomever you are comfortable with.
