Default one lifter still tapping after replacing all new

Hi guys. So '06 TC88 police, was oem cams plate and tensioners. Then installed Andrews T21 cams and Johnson Hi-Lift lifters, S&S adjustable PRs. (also V&H ProPipe and Big Sucker).45K mi.
At 60K mi I replaced cam chain tensioner shoes - just in time- they were nearly to the chain. I also changed to Johnson Hi-Lift tappets. After several hundred miles, motor had lifter tapping noise briefly on start up. I re adjusted push rods. Then, I pulled the lifters, primed them and re adjusted PRs again after front exhaust push rod came loose.
On a particularly hot FL spring day I was stuck in traffic and the lifters started rattling, I had near nothing on my analog oil gage. I decided right then to upgrade cam plate. Then 1 lifter would occasionaly sound off when riding. I quit riding and waited on new kit.
Now,I just installed new hydraulic conversion cam(s) plate, oil pump and lifters kit. Following instructions, turned motor over again and again to build oil pressure, good to go.
I fired the motor off, ONE LIFTER tapping, wtf. So, I've pulled the tank and rocker box covers, don't know how to proceed. Do I have a clog in a oil galley?
Any suggestions from you guys most appreciated, thank you.

So did you replace the lifter that had the loose pushrod?

Opps. looks like the cam plate kit included new lifters.

Which kit did you use?

When you fired the motor off, how long did you let it run?

using Fueling 7320 OE+
After fng with the Fueling push rods that leave one with minimal access for adjustment, I gave up on the third PR and went back to the S&S Quickeez, checking them for inner clear.. If I'd known how problematic the Fueling adjustables were I would have gone with their one piece rods.
there is provided instructions for trouble shooting that I will be following.
btw, the fueling adjustable PRs are really stout, I just didn't have the patience to f around within the slippery confines of the cover tubes.

not very long. I initially cranked the motor several times w/ plugs out and grounded until oil pressure registered on the analog gage. Then fired it up and ran maybe 1 minute. the initial chattering of the new lifters quickly went away but the distinct loud tapping of one was alarming enough to make me shut down.

Double check push rod adjustment on the noisy lifter.

This sounds eerily similar to an issue I had this spring and mostly figured out. But I believe I had an S&S oil filter bypass valve stick and starve my engine of oil, it got loud but I never lost oil pressure as the gauge/light is between the pump and filter. I replaced the filter and changed the oil and my problem went away 95%. I now have one lifter tap on startup for about half a second til oil pressure comes up. And while riding under light load I have a slight noise come back

I would check to see if the quickee pushrods are hitting inside the pushrod tube.. The collar on the quickee's is quite large. Also the rocker shaft could be rotating hitting the rocker assembly bolts..
