If the key is firmly seated in the slot in the nose of the cam and aligned with the gear slot and the gear tapped on to get the process started, the gear should press on without issue, particularly if the cam was "frozen" and the gear heated. In your pictures, it doesn't look to me like the woodruff key is firmly seated in the cam slot.
