I aired both to 40psi before posting the issue. I might be imagining it but it actually seemed worse at 40 psi.

I was hoping I just measured wrong and used the wrong shim. Hoping i dont need new wheels but that would make sense. While not knowing how low my tires were I was driving over a 3" step to park on my porch.

As shim under the crank nut isn't going to affect handling of the bike. You likely have something else wrong. Spokes were mentioned.

trying to remember how to upload videos but it looks like the spokes may be a big part of it hopefully they weren't bad enough that the wheel will need replaced.

Flo-rida nailed it... They can be tightened. The big issues are when the holes in the hub get too large or spokes start breaking.. Once you get a few spoke breaking, you typically should replace them all..

I'm not home to check my manual at the moment but the little bit of research I've got to do online I'm seeing two main ways of tightening the spokes some are tapping and going by sound While others seem to I think that is an accurate enough and are using a torque wrench 2 torque each spoke to between 40 and 50 inch pounds in a special rotation where they do every fourth spoke then come back and do the spoke right beside where they started and do every 4th spoke and then do the same again until all spokes are torqued.

since mine are loose enough to make the whole bike wobble should I be able to get away with just typing and going by sound or should I maybe do that to get everything in the ballpark and then go around and do the other method to get everything to a specific torque?

Either one of those ways ain't too hot IMO.. Doinking the spokes only works on certain wheels where the spock don't touch anything. Going every 4th might be OK if the spoke are tight to start with. The best way is place the wheel in a truing stand and use a dial indicator. For you the best would like be to let the air out of the tire. Start at the valve stem and tighten each spoke 1 flat. Keep looping around the wheel until the spokes start to get tight then continue until all spokes have the same torque by feel.. Technically you could continue there until you rear the 40 to 50 inch lbs then spin the wheel to see how far out it is.. Personally as soon as the spokes become semi snug, I'd go to a dial indicator..

Either way re-inflate the tire. and you are done.

Next tire change have the wheel trued..

Upon closer inspection.... multiple broken spokes. Wonder what it would cost to have the whole wheel respoked versus buying a new one

That'll make it wobble.. Probably 1.5 to 3 hours labor depending on whether you remove the wheel and tire and a set of spokes..
