So I pulled the cap off and removed the whole fork and apparently it must be a cartridge. There is no spring tension on it. I only pulled it off cause I didn't want to disassemble the tubes again just to swap the boots. I gotta say. This is a simple job now that I've about done it twice in a couple days.

My mind is a little foggy this early in the morning so I can't think what is holding the spring in. I know it isn't a cartridge, HD quit using a cartridge in their touing front ends after the 2005 MY. Both my 2010 and my dads 2009 had springs in them, I remove the whole leg and tear it down on the bench.

Wish I could help with the oil amount, I did mine by the service manual which has you use a fork oil gauge to extract a certain amount out based in distance from the top. When I pumped them I was surprised at how much air came up to the top.
