Default Volt meter jumping back and forth

I installed a Cycle Electric rectifying voltage regulator .I noticed after I ride for a while the needle on the volt meter jumps between 14 &16 volts constantly .The H.D. voltage regulator is designed to dump voltage to ground while the C.E. regulator is suppose to produce only voltage needed .My question is does this seem normal for a rectifying regulator ? Any knowledge on this is helpful.

I'm sorry I cannot answer your question specifically, but I can share some info that may be useful.

On my 2011 the volt meter was pretty stable.

On my 2014 Tri-Glide, at 2800 RPM & higher, the needle moves like a jumping bean between 12.5 and 15 constantly.

I have had it in numerous times, to different dealerships. They all say it is within spec, and have showed me other bikes that do the same.

Most importantly for me, this has been going on since it was new and 3 years and 50k miles later, I have had no electrical issues (other than I don't like how the needle bounces around), so while not preferable, it does appear to be normal/ok.

I forgot to mention....first time I took it in for this, they put a new meter in.

It made no difference.
