I'm guessing the larger diameter front wheel would affect the steering, I would think it would make it less difficult to turn. I don't understand all I know about rake, trail and any of the other terms. I'd contact a rake kit specialist to get some straight skinny. I'm also guessing the larger rear wheels would affect it too.

21" Tire on 2014 Tri Glide
I have a 2014 Tri Glide installed 21" Front Tire, replaced front fender with Street Glide Fender. Rear rims power coated black but keep the original size tires. It is more difficult to push through curves with this set up. Considering a lift kit but I like the looks with the way it sets.

Taller diameter rear wheels will require a shorter sidewall (lower aspect ratio) tire if you plan to keep the same tire height,for gearing and speedo calibration purposes. One of the downsides of shorter,stiffer sidewall tires is a harsher ride quality.
