I have a new in the box set of Centramatic 200-200 Wheel Balancers for Harley Davidson motorcycles. These low profile balancers will fit all FLH models from 2000 and newer. These are active balancers that have a bearing system that is suspended within a proprietary fluid that balances the tires as you ride eliminating the need for any weights on your spokes or rims.

Having the wheel & tire constantly being balanced will reduce the heat buildup in the tire which is it's greatest enemy. Heat = tire breakdown so the cooler that you can keep your tire the longer the tire will last. After looking at you're link to the CL ad, can you give an accurate thickness dimension of the area where it fits under the brake rotor?

I don't have a micrometer available to check the exact thickness, but I was able to put my others on without shimming the brake caliper if that's what you're asking for.
