Think again. I just went to the USPS web site and got a quote of $44.45. Here's the info, you try and see what you get.
Ship from: 57201 to: 19938
Weight: 7 lbs.
Dimensions of package: 31"x25"x5"

I did check UPS and came up with about $21.

Yeah I was off. Going by past shields that I have shipped. But I came up with $27.96 USPS.

Bump and a FYI. LRS measures their shields from the headlight to the top, not from the cut-out. Thus the difference you observed.

Maybe they did at one time but if you read the FAQ under the Road King shields they say they are measured from the cutout to the top.

Very well could be. That is probably why their sizes are now different than they used to be on their website. I figured they changed the shields themselves, not the way they measured them.

This shield is no longer available. It has been returned to LRS. Since I was not happy with it they took it back for a full refund. Great customer service.
