the $103 price you quote is for Chrome...these are not available in Gloss Black...I had this powder coated...IF interested...I would sell for $105 shipped..

do you know if this is the stock rack for a king tour pak like on a limited ultra and if so will it mount directly into the holes that are already there? If so I'd be insterested

Yes,...
this will bolt right on your Ultra Limited...using stock holes...
