First, get the part numbers for the three major parts.
Rear Road King Turn Signal Bar (2009/Up) 68742-09
LED License Plate Light Assembly 69738-09
Bracket, License Plate (black) 69380-09BHP
You also need two screws to mount the plate bracket and 2 for LED assembly to the bar.
You can also add the rubber bumper (60909-09) and Reflector Bracket (60907-09)
You can go to the Dealer or search eBay or Craig's List.
The bar is a "Bolt Up" item from the 1997 year Touring models. You can replace the tail light shell to eliminate the License Plate window. Using your service manual wiring diagram, you can plug the plate light in to illuminate the plate.
