When buying new, don't you have to buy like four or five things? (mounts, inserts, outside covers, etc...)

To answer your question, Yes . The floor boards use a different mount arm from the peg type mount arm. Peg= single bolt /pin. Board= two mount bolts/pins. Usually the inserts(rubber parts with the 3 chrome stripes are sold seperately.
In my situation I already have passenger floor boards on the ultra. I want to change to the swept wing streamliner style. So I only need the pans with inserts. those run about $170 + shipping at some of the discount dealers.
The streamliner passenger foot boards are not as available (used) as the passenger pegs since they are not standard equipment on any model bike.
