They are for the 07 up Touring.
Got one on mine.
Makes the transmission quiter and smoother.

I think that 07 has a 1" axle, this set up came off an 08 with a 25MM axle. So to fit an 07 you will have to change the bearing in the pulley to 1"

Is 40287-07 the actual part number on it? Did they change the rear axles to 25mm also in 08?

Default Not a complete 40287-07
According to the HD website, 40287-07 is a kit with everything needed to install IDS on a 2007 (only) touring bike. This would include 1" bearings and 2 spacers for a 2007 axle.

Since this was taken off a 2008 it has the wrong size bearing and spacers for a 2007.
