the shocks are slightly coated with oil, so I'm guessing a few drops.
The second pic that has the part number has my fingerprint on it, that is the oil film I'm talking about. I guess as I was storing it, some oil leaked out.

According to 3 HD dealers I've spoken with a small amount leakage probably will not matter.
But "according" to them the shocks can't be refilled.
Heck if I know.
