This is from www.hogtunes.com where you can look up what the system can do. In short, it is a kit to mount speakers in the lowers inside the 2 glove boxes. The amp is for powering those additional 2 speaker so as not to drain the radio power. Here is a description from HogTunes.com;

No. As warned on HogTunes.com, these units may or may not work or come with all the parts. I purchased direct through HogTunes and I have all the parts and wire harness and directions, ever the stickers. It was never installed, never powered up, still in the original boxes.
