It says it's 21 x 4 on the ebay ad and 21 x 3.5 here. You might also benefit from stating the size of the bearings and that is is set up for dual discs. Last but not least it does not look as though it has been sealed so it needs a tube run inside the tire.

1) 21x3.5 size wheel of course.
2) Is the wheel dual flange?
3) What is the bearing size? ( 3/4" or 1" )
4) What model H/D did the wheel come off of?
