the scratches are through the chrome. They would have to be sanded to remove them.

 

Im guessing its a Harley brand. My dad didnt usualy get his parts from anywhere else.

Sorry for late response. Ive been meaning to measure the brake lever. I havent yet. The oil filler spouts are not chrome they are silver and black. I'll check on that brake lever this afternoon.
