Other than cut wires, what is the condition of this light bar? It looks almost, if not, new. And who and why were the wires cut?

 

It is in excellent condition. I bought it from a guy who had his bike customized and he said it wasn't on his bike very long. I don't know why they cut the damn harness off. I bought it figuring I would just splice it, but I've decided to go with aftermarket led lighting all around.
