Default H-D saddlebag liners Q

I bought these used. They did not come with tape or Velcro. For those of you that have them, where did you place your Velcro or tape? Thank you

I just put mine in and looked to see where I needed the velcro to hold the liner to the bag. The liners are fairly stiff so you wont need a lot of velcro. I think I cut mine about 1" X 1" squares.

With space at a premium do the
liners reduce capacity much?

I did the same, just slipped them in, they stayed put just fine. I ended up taking them back out though, and sold them to a buddy of mine.
It just seemed to me that they took up more room then I thought they would.
