It is just dirty, ready to install. I installed a different model trying something new.

This is a great addition for wind management, and especially on a Road Glide. Have one on my current bike and had on another Glide. Just mounts up under the triple tree.

Here is a picture of one installed. Years ago Harley actually had these installed from the factory.

yours appears to be different than the one pictured installed.
any chance you have the part number for yours, to be sure what it fits?
