That and grip tape should do it nicely.

You could also get a pair like HD's "Defiance" grips or the "Get a grip" or Avon's as none of them need glued.

I used to wrap white medical type adhesive tape on the bars....then pour lighter fluid in the grip and "slosh" it around to coat the internal surface with the lighter fluid. I would pour what was still in the grip on the bar covered with tape. Then slide the grip on and position. The lighter fluid has a chemical reaction with the adhesive on the tape and make things really tacky and sticky. Once it dried, the grip was on pretty solid. Now this was done on the rubber grips on my dirt bike. My Street Glide are held on by the clutch perch. I would do this if I felt movement with my current Avon grips.

When I raced dirt bikes we would use anything from Superglue, spray paint, hairspray, even locking them on with air pressure (can’t do that with Harley’s as we have holes in our bars). Be creative and get back to us.

I bought some two part epoxy, said good for all metals, plastics, rubber, chrome etc. Mixed it up, put a good coat on the bar and put the grip on in the right position, not gonna touch it for 24 hours. If it works...great, if not, I'll sand it off and try something else. Thanks for the input!

Gorilla Glue. Yes....there will be people saying you will be stuck with the grip on there forever but that is not true. Spread a THIN layer on the handlebar, wet the inside of the grip and slide it on. You have plenty of time to adjust it to the right position as it takes 5 minutes or more to actually set. Once it sets it's on like iron. When changing grips you will have to work it off and pry underneath it but it will come off and the glue easily scrapes off the handlebar. The grip will be ruined though.....but if you're changing grips anyway....who cares?
