I had these put on the bike at the dealer when purchased. They were on the bike for about 2k miles. Putting on a tour pak.

Yes, they are the brackets for the quick release backrest or tour pack. However, I am going to use a fixed tour pack mount. I don't plan to take the tour pak off much, if ever.

There are four bolts that mount them to the struts. I believe that every bike has them, they hold in the plugs that fill the holes that these go in if you have a street glide or road glide.
