Pulled from a 2016 Road King - NEVER USED, I changed the whole rear before taking possession of the bike.

Would you happen to know if this might fit a 2013 or have a part number so I can cross reference?

 

I checked on Ronnie's Harley parts finder and I have the below part numbers which DO fit a 2013 as well.

Directional Bar 68742-09
Light Assy 69378-09

Also if you are interested I have the attaching license plate bracket and bumper available:
