Each shock takes 10 oz. of oil. You want to make sure you drain all the old oil before you add new oil so you don't have too much. If you google Harley air shock oil change you will find lots of info. I have changed the oil on mine, usually with a heavier weight fork oil.
I need to check on the springs, I think they would work fine on your 08 but don't want to mislead you.

The fork springs are the Progressive Drop In Fork Lowering System, 10-2003. If you check the Progressive site it lists these as compatible with a 2008 touring bike, they retail for $129. You can drop the front by up to 2" by cutting the PVC spacers that are part of the kit. The ones I have were cut to lower the front 1". You can also replace the PVC spacers with PVC pipe that can be bought at Home Depot.
There is a video on the Progressive site that shows how to install them.

I just got a box to put both the springs, which are also in the progressive box, and the shocks in. The shocks still have a little oil in them and are dripping. In the morning I will go to the hardware store and buy some plugs so they don't drip during shipping. I will put the air fittings in a baggie in the box. They will go out tomorrow AM and I will send you the tracking number.
