As I recall, on the pre-14's anything that didn't come with a TP needed new covers - I think this is the style required.

Those are the ones for a bike with a factory Tour Pak. If you use those kind you have to drill. I have a Street Glide and the 4 point hardware bolted right on.

That is what I have and it is one hole short. Here is a pic of the bracket and cover. I thought someone said they had covers in the conversion kit, just wondering where to find a part # if they do.
