Default Oil in starter

Here is the issue,
I have went thru 3 starters all with the same issue, loaded full of primary oil..
now the primary is filled to mfg specs, and the O ring is intact around the nose of the starter, what gives?
i have tried to run a bit less oil, dont work,
totally clueless on what is causing this to happen

is you vent clogged? thats a weird problem especially 3 starters

vent on starter is open and ok, i know this by the oil dripping from it .. so far i have taken it apart 2 x times and cleaned it up, its less than a month old..

I mean chain case vent. there has to be a pressure buildup forcing the oil into the starter, the primary has to vent somewhere, sounds like its using the starter
