Not sure why you would want to remove that cause with it gone you would sweat your a@@ off in that thing. Seems like you would just ruin a perfectly good rain suit by doing that.
Most have zippered openings on the side of the legs that can be unzipped up past the knee making it fairly easy to get on over boots.

If you don't have zippers up the leg and they are loose enough, try rolling each leg up to the knee. Then just step into them like shorts and roll down the legs. If your rain pants are tight this definitely won't work for you.
Even with zippers on the legs I do the roll-up trick. Makes it a whole lot easier getting them on rather than having the leg blowing around in the breeze.

Here's an old biker trick--pack a plastic grocery bag in with your rain suit. Before you put the rain pants on, slip the bag over your boot. That smooths over the catch points of your boot heels and toes and the pants will slide ride on. Take the bag off and repeat with the other leg. Works like a charm.
