Go to your local NAPA store and get a set of the old time hood lock pins used on the 60's cars and substitute them for the twist locks in the bags now. The better oneswork with a barrel key and you usethe bolt portion through the bracket in the back (mounted on the bike and double nutted to protrude through the bag to the inside) and lock them on with the keyed nut (lock) that would show when used on the hood of a car that they were made for. It works well! The Keyed nuts would then be inside the bag backed up with some large area washers (fender washers).
Forgot to add that you may want to use one way bolts to secure the brackets to the bike or they could be removed by unbolting the brackets.Installing the bolts in the brackets with locknuts behind would work too. You could go one step further and after the threaded portion is sized properly to length, spot weld the nut to the bracket when it is off the bike so it couldn't be removed from behind.
The bottom pair in the post below is perfect for this job and are available here made by Mr Gasket.

If anybody ripped them off, they wouldn't be worth using then.

Thats the size of the nut holding the bracket you are going to be installing the hood latch pins through.
1/2 turn with wrench to break loose 10 seconds with fingers tips to remove. That way they get the full bracket mounts to sell on e-bay with the bags.

Not meaning to burst your bubble, but a 7/16" wrench will still remove yourLeather Bags/Hard Bags.

That's really it - just making it harder. As well you can always take it an easy step further by either crushing the threads after being installed, or a quick spot weld maybe. Or what glide said earlier, tamper proof bolts/nuts - go on easy, hard to get off.
