Default Horn: Toggle Switch or Momentary

my wrench said he needed to swap out my switch pods on my road king police in order to clean up the wiring while doing my bar swap. The non police pods he ordered from the MOCO apparently have an off / on switch for the horn versus a momentary on button. This doesnt sound right but I admit I know nothing about late model handle bar controls. Is it really an on off toggle versus a plunger style button for the horn that sounds for as long or a briefly as you hold in the button??

MOCO wouldn't put a switch in place to control the horn.
You'd want something within fingers reach.

No, that isn't right.

You push the horn button and it sounds. You let go of the button and it stops.
It is not a toggle switch.

could be the positions are swapped hi beam/horn....I know when i jump over to my cop bike I hit the horn when i want the high beam and vice versa.

so i wired the horn to my siren switch.

the horn switch is a momentary N/O ( Normally Open), wired to a relay for the horn

Maybe he's looking at a siren switch.
