Cigarette Lighter Cover?
#31
The receptacle is for power only, it is not for a cig lighter and the manual says not to use it for one as it was not designed for that. All of mine have had a black cover that plugs into the receptacle to prevent dirt and water from getting in. But the cover goes over the part that fits in the inner fairing, and as far as I know you have to remove the outer fairing to access the fastener that holds it in place. But you might want to check the manual or search for easier ways to accomplish that.
I have seen people put a cork in the hold though.

Curious thing is on the 2013 and earlier models, HD said to not used it for power. From my 2013 Touring HD manual,
"Do not use cigarette lighter socket to power electrical devices. Automotive
electrical plugs can damage the socket, which can result in improper lighter
operation and overheating that could cause equipment damage. (00599b)
See Cigarette Lighter. Some models are equipped with a cigarette lighter. The lighter is located on
the left side of the fairing. To operate, press lighter into socket. The lighter will pop out when hot."
