As with any type of finishing, prep work is the key.
I've had a LOT of stuff powder coated, and would not suggest letting anyone coat chrome that hasn't been sandblasted prior to powdering.
As I mentioned GOOD powder coaters in my previous post...they will do the prep work. As sandblasting is a pretty easy task (especially on those wheels) it won't add much to the cost.
Also...just an idea to the OP...when you take the wheels off the bike (and the tires off the wheels), polish the hell out of the 'lip' of the wheel. You will have access to it, it really will be worth the effort...then have your powder guy mask it. It would look proper.
