Well technically yes but it's a fairly complex conversion
Would have to cut/splice in electrical connectors for lights and change the permanent mount all over to a quick disconnect system
It can be done with some work. An option would be to switch out the rear fender with one from a road king(matching color) then you would have the tail light turn signal set up. There is no wire harness yet but this can be made.
I did it on my '14 Ultra. Remove saddlebags and remove four bolts that hold the TP base on. Wires and antennae are quick disconnect and coil nicely under the seat. I fitted a set of RoadKing turn signals to the rear fender. It requires drilling two holes. The brake light has a separate wire harness so, the turn signals plug right into the brake light assembly .

For the turn signals. If you take the brake light lens off, just to the left of the chrome bolt there are two 3/8" x 3/8" female receptacles that the turn signals plug into.
