2013 FLH classic, 2-3 seconds on startup my lifters clatter until the lifters pump up....if it sits more than 2-3 hours, my lifters bleed down. I DO NOT like it!

 

Had a similar problem with my bike. Dealer replaced the lifters twice. Turned out the pressure relief spring in the oil pump was weak, causing the oil in the oil pump to bleed out, and causing the bike to sound like you just changed oil and would clatter for 5-8 seconds like it didn't have any oil in it. It wouldn't happen all the, just once in awhile. Don't know if this is your problem but it was in my case.

If it sounds like this, take it in. My ESP covered new lifter, cam support plate, oil pump assembly. Noisy for 30 seconds to a minute then quieted down.
