In the email, it appears that free shipping only applies to sales over $199. It also appears that the 20% off promo only applies to certain products.

Not sure what you were reading but the e-mail I got stated in big letters, ALL HD licensed products 20% off and free shipping (no promo code needed) with $13 and over purchase. I bought something for $60, regular $75 and got free shipping.....set up an account with them, e-mail address & password and you should have no issues getting the deal...

 

I've been looking for an excuse to order my replacement tourpak LED lightbar with something else because the shipping negates even a 20% discount if ordered alone. (The cover lens fell off over a year ago and I just removed it entirely.)
