I just bought a 2008 road glide that got cams and race tuner , its had it since new , dealer test drive the bike and said they need to retune the tuner . its not idleing and not running good they said . I feel there might be more wrong , is it possible the race tuner lost its tune

I don't think so. More likely something else has changed. How many miles on those O2 sensors? Do a compression and leak down test?

If you have not taken delivery of it yet then let them do whatever they want. If they can't get it 100% then don't take physical delivery of the bike and move on. Once you take delievery, it's going to be on you know matter what they tell you.

Probably before the guy traded it in he changed some parts off the bike, like taking off a 2 into 1 or true duals, or ??????

I would let them keep it and look for another bike! If it is having a few issues then there is probably a reason it is back at the dealership for sale. You can find another bike, probably for a better deal, that doesnt have any issues. I looked at private sellers when I bought my bike. I just couldn't get the deal I was looking for at a dealership. ( no offense dealers) Oh well just my opinion. Be safe!!!
