No one is questioning whether or not one is "needed". Your bike will run better with a tuner, whether your converter is in place or not.

Is this a confirmed improvement? I was under the impression header pipes might as well stick to stock(modified), no advantage in going aftermarket

They will modify your own pipes, or if you are in a hurry, will sell you a set already done, and they buy back your originals if they are in resellable condition.

My '09 had stock non-cat header and '11 SG mufflers when I got it. It was pretty quite but louder than stock. I actually really liked it. When I went 103 put some Fatshotz on. They are louder but not bad. Put Fulsac header on, sound didn't really change but picked up power. I do actually think decating the stock header is a waste if ya are looking for performance. It will give ya more noise and less heat in the collector but it is still a poor design for performance and the cat does not really restrict flow on a stage 1 bike.
