I have 10" mini apes, and only had to extend the wiring 6 inches.
I used all the original cables, brakes line, etc.
I have read where someone put on some 12" without new cables, but that
is pushing it.

I've done 12.5s with stock cables but it's on a newer bike. Not sure on the 03...

Harley, yes Harley sells two sets of baby apes that are designed for just your question. First is what's called the Heritage "Style" bars, and the other are the (I think) 09 stock Heritage softail mini apes. Both are a direct bolt on with zero mods. Hell, even a dealer will do the job and not whine. Of course, there are other options, but these are gaurenteed to work threw the MOCO.

I believe they are 10's.

I have a 2012 and just went through this. 12.5" is the absolute max limit, but Harley won't tell you that. I had my dealer quote me 10 hours labor and bars and cables for $2150. I just purchased 14" with cables and wires from LA custom for $700. There is an Indy shop down the street that will install for $400. So I am getting mine for $1100 total.

I put 10.5 inch mini apes on my 04 RK without changing cables/wires. That's about as high as I think I would be able to go without changing anything out.
