Road King Bars Now What
I have a 2009 Road king and hated the stock bars. So went with the Heritage bars for this summer and they were fine!. But I noticed that while riding if I just had finger tips on bars I could lean back as much as I would like to. So they are not far off perfect. Rotating them back brings them lower that I don't want. What would you do from this point. Would not like to change cables if possible...but could if have to.

Get the measuring tape out and see what your
ideal height, width, and pullback is.
This would be easier to accomplish if someone helped.
Hold your hands where it feels most comfortable and let
helper do the measuring.
Check to see which manufacturer has the bars with corresponding numbers,
then decide from there.

Yeah, always best to let your personal comfort dictate the size/style of bar, not whether you need to change the cables. I get it, more expensive, harder, etc, but if you spend a lot of time on your bike, that cost and/or effort is worth not experiencing pain. But thats just me...

I've been where you are. 2009 Road King. Like you tried the Heritage Style Bars and they just were not enough.
Next, installed a set of Wild ones 12.5 apes. Good height, Great wrist angle. But, you do have to extend the wiring and a replace the clutch cable and brake line with plus 6 inch models.
I did it all myself on a Saturday.
If I had to do it all over again I'd go with the 14 inch apes. I think the extra 1.5 inches would make a big difference. However I think you would need +8 cables.
I might give them a try this winter.
