Default High Idle Issue after rebuild 2006 Ultra

Finally got my bike back after having the engine rebuilt. Picked the bike up Sat.morning took off toward home got about 15 miles while coming to stop light and the engine revs up to nearly 3000 rpm. Idle came down, I started back for the dealer, they cant find anything wrong, although the tech had this idle rev happen to him but to only 1500 rmp. He adjusted the map for the new race tuner, rode it and sent me on my way. High idle happened again, but not for 15-20 miles. Back to the dealer, they put it on the dyno, ran it for approximately 30 miles on the dyno and it doesnt happen. they put me on the bike in the dyno and I ride it as if I was headed home and nothing happens. I got on the bike get about 40 miles and it happens again but only revs up to around 2000 rpm. I ride it the next day no idling issues for nearly 100 miles, then when I come to a stop sign again with the reving. This is quite frustrating especially since the tech can't figure it out. Sorry for the long post but I wanted to get as much info out as possible, trying to find an answer. 2006 Ultra with rebuild had 203 cams installed, and se race tuner. Any help would greatly be appreciated.

Hmmmm, This happens to my 06 every once in a while (will rev to 2000 RPMs when coming to a stop, but does slowly come down), I haven't been able to figure out why, I will be following this. Hopefully someone knows what is going on.

It was suggested to me to make sure the throttle lock star screw was backed all the way out. Mine is, but it still happens.

I would check the basics like the throttle cables.
Check for binding,return to stop and cable play.

Also check the ball ends at the grip for fraying.
