My 2013 Road King ANV came with one, not much of a kit, I haven't used it yet.

Need to know before I go off on the dealer for taking it out.
They save the tool kits for what they call "the really good customers".
Give em hell.

It's at their discretion?
That is kind of a mickey mouse way to do it.
Hell, every Jap machine (bike or quad) have allways contained the essentials.
I couldn't pull a spark plug on my 2012 given the kit I got.

The tool kit is the 1st photo on the upper left.

Lol I know it hokey. When I got my 2012 limited from a dealer in New Jersey as I was getting on to ride away the sales guy said he threw in a tool kit, a t-shirt and $50 gift card in my tour pack. Toolkit turned out to be the Swiss Army knife looking Allen wrench thing.

According to the touring parts catalog for 2011, the following 2011 bikes were shipped with a toolkit.
FLHTCU - Electra Glide Ultra Classic
FLHTC - Electra Glide Classic
FLHX - Street Glide
FLHTK - Limited
